DECISION ON PROMULGATING
“Regulations on Organizing and Managing Doctoral Program on Innovative Materials and Architectures (INOMAR) at Vietnam National University Ho Chi Minh City (VNUHCM)”
THE PRESIDENT OF VIETNAM NATIONAL UNIVERSITY HO CHI MINH CITY
Pursuant the Decision of the Prime Minister No. 26/2014/QĐ-TTg dated 26th March 2014 on Promulgating the Regulations of Organizing and Managing Vietnam National University in Ho Chi Minh City and its Member Universities and Institutions;
Pursuant the Circular of the Minister of Education and Training No. 08/2017/TT-BGDĐT dated 4th April 2017 on Promulgating the Regulations on Admission and Education Doctoral Program;
Pursuant the Decision of the President of Vietnam National University Ho Chi Minh City No. 1020/QĐ-ĐHQG-ĐH&SĐHdated 10th September 2010 on Promulgating the Regulations on Doctoral Program;
At the Proposal of Executive Board of the Doctoral Program and Center for Innovative Materials and Architectures;
At the Proposal of the Director of Department of Academic Affairs;
DECIDE:
Article 1. To promulgate together with this Decision the Regulations on Organizing and Managing the Doctoral Programs on Innovative Materials and Architectures at Vietnam National University Ho Chi Minh City.
Article 2. The Decision takes effect from the date of signing and is available from academic year 2017. This Decision replaces for the Decision of the President of Vietnam National University Ho Chi Minh City No. 1133/QĐ-ĐHQG-ĐH&SĐH dated 1st October 2013 on Promulgating the Regulations on Organizing and Managing the Doctoral Program on Molecular and NanoArchitectures (MANAR).
Article 3. The director of Administration Affairs, the Directors of other departments, the Reactorate Board of related members in Vietnam National University Ho Chi Minh City shall be responsible for implementation of this decision.

THE REGULATIONS ON ORGANIZING AND MANAGING DOCTORAL PROGRAM
ON INNOVATIVE MATERIALS AND ARCHITECTURES
AT VIETNAM NATIONAL UNIVERSITY HO CHI MINH CITY
(Promulgating along with the Decision of the President of Vietnam National University Ho Chi Minh City No. 1151/QĐ-ĐHQG dated 16th October 2017)
Article 1. Scope of Regulation and Subjects of Applicatio
1. These regulations apply for organizing and managing the Doctoral Program on Innovative Materials and Architectures (INOMAR Doctoral Program), including particulars. Other contents not listed in this regulation are referred and implemented in accordance with the regulations of doctoral program promulgated by Vietnam National University Ho Chi Minh City (VNUHCM).
2. These regulations apply for administration sections at VNUHCM, the University of Technology, the University of Science, Center for Innovative Materials and Architectures (INOMAR) and other institutions, which are assigned to implement the Doctoral Program on Innovative Materials and Architectures.
Article 2. Courses of Study
Courses of Study of Doctoral Program on Innovative Materials and Architectures shall be on Chemistry, Physics and other related fields at the University of Technology and the University of Science.
Article 3. Requirements for the Doctoral Dissertation
1. The Doctoral Dissertation focuses on topics of Innovative Materials and Architectures and related applications.
2. The Doctoral Dissertation must be written and submitted in English. Abstract shall have equivalent Vietnamese and English versions.
3. The primary contents of the dissertation must be published or be accepted at least 02 (two) reviewed papers in ISI international journal with quartile ranking 1 (Q1). Doctoral student must be the first author for both.
Article 4. Rights and Responsibilities of Doctoral Students
1. Doctoral student enrolled this program shall have tuition waiver and receive scholarship during the standard course. Doctoral student must pay tuition and other fees by their own in the case of extension.
2. Outstanding student shall have opportunity to join training program at oversea laboratory if qualified.
3. Doctoral student must work at INOMAR Center or other institutions at VNUHCM at least 05 (five) years after graduation.
4. The University of Technology, the University of Science and INOMAR Center define specific rights and responsibilities of doctoral student and notify to candidates.
Article 5. Changes of Admission
1. Doctoral student shall have to return 100% of fees till the period of enrolling supported by INOMAR Doctoral Program in the case of self-willed quit the program without approval from educational institution and VNUHCM.
2. Doctoral student discontinues the INOMAR Doctoral Program shall be able to continue regular domestic doctoral program and must follow the regulations on the Doctoral Program of VNUHCM and educational institutions.
3. Any issue arises beyond the current regulations during the course of study shall be examined and settled according to “Regulations of VNUHCM on examining and settling specific issues in graduation training”, promulgated together with the Decision of the President of VNUHCM No. 09/QĐ/ĐHQG-ĐH&SĐH dated 10th January 2011.
Article 6. Management of Doctoral Students
Doctoral student shall be administered by educational institutions where the student is enrolled.
Article 7. Admission and Education
1. The University of Technology and the University of Science organize the admission and training according to the current regulations from VNUHCM.
2. INOMAR Center organizes, administers research works of doctoral student; is in charge of all funding on admission fee, training, research work and administration.
3. The University of Technology, the University of Science and INOMAR Center determine collaborative agreement with considering rights and responsibilities for all parties.
